When an air conditioner runs but the house stays warm, the system has lost capacity rather than failed outright. Dirty coils, restricted airflow, low refrigerant charge, duct leakage, and a compressor that no longer pumps efficiently are the usual causes, and each leaves different evidence in the system readings.
On the hottest afternoons, near continuous run time is normal and not a fault. Equipment is sized to hold the house at design conditions, not to cycle off during a heat advisory.
The problem is not long run time. It is long run time with rising indoor temperature. If the house is holding its setpoint, the system is working.
Typical residential systems are designed for around a 20 degree difference from outdoor temperature at peak conditions, which is why a 98 degree day may leave a house holding near 78 rather than 72.
Generally no. Closing vents raises static pressure, reduces total airflow, and can lower capacity across the whole house. Duct balancing done properly is a better approach.
